  • Establish the key tasks and processes for effective implementation
  • Promote proactive actions by practitioners to identify potential implementation roadblocks
  • Clarify the key policy ‘product,’ deliverables and desired policy outcomes for implementation and its impact on tool selection, tactics and marketing
  • Select appropriate tools for policy delivery and implementation
  • Introduce ‘policy marketing’ to ‘sell’ new policies to all stakeholders
  • Develop tactics for overcoming opposition, sabotage and disinterest
  • Provide processes and indicators for monitoring implementation progress and assessing policy impacts
