Defining the policy product or deliverable is important in delivery issues.

Identifying the nature of the policy environment can assist in identifying opportunities and opponents.

Topic 11 : Targeting the policy
One of the causes of implementation failure is 'leakage' and poor targeting.

Assessing how implementation is progressing as well as its impact on the policy problem must be incorporated into the implementation process:
